Course I: Certification for Assessors (PDF, 12.49 MB)

Course I is a five-day course. It is the basic course described in the Georgia law. This course satisfies the certification requirements for county tax assessors. This class is reserved for office staff, Appraiser I’s and Appraiser II’s. Prerequisites: None

Course IA: Assessment Fundamentals for Appraisers (PDF, 7.66 MB)

Course IA is a five-day course, which provides participants with an overview of the assessment/appraisal process and a solid foundation in fundamental appraisal techniques that have practical applications within their jurisdictions. Prerequisites: None

Course IIA: Income Approach to Value Manual (PDF, 21.89 MB)

Course IIA is a five-day course that provides detailed instruction on methods and techniques for valuing income-producing properties. The course will include instruction in phases of income property valuation, from income and expense statement analysis to the basic methods of capitalization and their application. This course does NOT provide GREAB credit. Prerequisites: Course I, Course IA.

Course IIB: Application of Income Approach (PDF, 20.23 MB)

A 20 hour course providing detailed instruction on methods and techniques for valuing income-producing properties. The course includes instruction in several phases of income property valuation, from income and expense statement analysis to the various methods of capitalization and their application. The course is interactive and is at a level suitable for mid-level, commercial appraisers. This course does NOT provide GREAB credit. Prerequisites: Course I, Course IA, and Course II.

Course III: Valuation of Personal Property (PDF, 5.88 MB)

Course III is a five-day course, which provides detailed instruction on methods and techniques involved in the valuation of machinery and equipment, inventories, farm personalty and other types of personal property. Prerequisites: None

Course IVA: Urban Valuation (PDF, 8.71 MB)

Course IVA is a five-day course providing detailed instruction on methods and techniques in the valuation of urban land and urban structures. Applicable units of comparison and practical methods for establishing urban land schedules are demonstrated by exercise and case study. Also, this course is designed to familiarize the appraiser with the usage and maintenance of a Computer Assisted Mass Appraisal Model. Participants learn the fundamentals of the cost approach: classifying, grading, depreciating, and valuing commercial property. Prerequisites: Course I and Course IA.

Course IVB: The Valuation of Rural Land (PDF, 10.75 MB)

Course IVB is a five-day course. It provides detailed instruction on methods and techniques in the valuation of rural land. The course identifies the applicable units of value and, through case studies, provides participants with practical methods for establishing rural land schedules. Prerequisites: Course I and Course IA

Course V: Cost Approach to Value (PDF, 6.88 MB)

This five-day, 40-hour course is designed to familiarize the appraiser with the usage and maintenance of a Computer Assisted Mass Appraisal Model. Participants learn the fundamentals of the cost approach: classifying, grading, depreciating, and valuing property. Prerequisites: Course I and Course IA

Course VI: Appraiser Management Development is a 2.5 day course. It provides assessors and appraisers an opportunity to learn new approaches to effective management in today's local governmental environment. Participants are actively involved through a combination of small group assignments, case studies, role-playing activities, and mini-lectures. Prerequisites: Assessors or Appraisers III or Appraisers IV.

Course VII: Appeals Procedure Manual (PDF, 2.69 MB)

This is a five-day course that deals primarily with the Board of Assessors relationship with the Board of Equalization. The participants have an opportunity to sit in a classroom with the instructor of the Board of Equalization classes. Assessors responsibilities in the appeal process. Case studies, timelines, CAMA data input, and procedures. Prerequisites: Course I, Course IA, or Assessor.

Deed Fundamentals (PDF, 21.58 MB)

This 2 ½ day workshop provides an overview of the most common types of deeds and legal descriptions, plats, and the skills needed to accurately identify the interest vested in property being appraised. Suggested policies and inputting deeds into the CAMA (WinGap) system will also be discussed. NOTE: MANUAL LISTED WITH DEEDS RESEARCH AND SALES QUALIFICATION

Deed Research & Sales Qualification (PDF, 21.74 MB)

This 2 ½ day workshop provides an in-depth review of deeds and the different types of plats, legal descriptions, and skills needed to accurately identify the interest in property being appraised, as well as qualifying those deeds that are arm’s length bona fide sales. Course will also cover the review of other documents including Estates, Trusts, Wills, Affidavits, Title Exams and Title Insurance. NOTE: MANUAL LISTED WITH DEEDS FUNDAMENTALS

Exempt Properties Workshop (PDF, 8.55 MB)

This 2 ½ day workshop involves an in-depth discussion of the laws, regulations and applicable court cases dealing with the granting of property tax exemptions for real and personal property including the Freeport exemption for inventory. Prerequisites: Course I.

Review of the Income Approach to Value (PDF, 22.24 MB)

The Review of Income is a two and a half-day course that provides a review of methods for valuing income-producing properties. The course includes instruction in phases of income property valuation, from income and expense statement analysis to basic methods of capitalization and application. Prerequisites: Course I, Course IA, and Course II

A three-day course for assessors and staff appraisers which deal with the assessor relationship with the appraisal staff, board of equalization, taxpayers, and county commissioners. Starting with a review of Georgia laws, it provides the tax assessor and appraisal staff with the tools to administer a successful operation. The course outlines the annual digest process and is an excellent follow-up to Course I.

This 2½ day workshop covers the requirements and criteria to be considered in determining eligibility, and property valuation for forest land protection act of 2008, conservation use, preferential, brownfield, rehabilitated historic, and landmark historic properties. Prerequisites: Course I
